Alabama 911 surcharge remittance

We prepare a filing packet for Statewide 911 charge fee remittance submission. You key it into the portal and certify it there.

The state accepts no document for this filing: the return is keyed into the agency’s portal. What follows is the computed figure set, for you to enter.

Alabama publishes no remittance form. Ala. Admin. Code r. 585-X-4-.02 lists the data a submission must carry and designates the Board’s electronic carrier portal as the channel, and neither research pass found a numbered form, a fillable PDF or a workbook. What the product produces for Alabama is the computed charge with the connection counts and provenance behind it, listed figure by figure — provider identity, connection type and count for each type, collection period, the one percent administrative allowance, any itemized adjustment, and the period total — which the provider keys into the portal and certifies.

Cadence

Monthly · set by statute
“Fees shall be submitted to the Alabama Statewide 9-1-1 Board by the end of the calendar month following the month the provider receives the service charge from its subscribers.”
Ala. Admin. Code r. 585-X-4-.02(1)

Quarterly below $50.00 of monthly amount due. The product never moves your cadence on its own: it shows the state’s own threshold against the computed amount, and the agency assigns.

“For service providers collecting less than $50.00 per month of total fee remittances, the Board will not take collection action provided the reports and fee remittances are received on a quarterly basis.”
Ala. Admin. Code r. 585-X-4-.02(1)(a)

Monthly is the rule. The quarterly tolerance is written as a forbearance rather than as an election — the Board states that it will not take collection action against a provider collecting less than $50 a month whose reports and remittances arrive quarterly. The product surfaces the Board’s own words and never moves a provider’s cadence on its own.

Monthly · Quarterly
“The provider shall remit the collected charges by the end of the calendar month following the month the provider received the charges from its subscribers.”
Code of Ala. 1975 §11-98-5(b)

Alabama publishes no weekend or holiday rule for this deadline, so the engine applies none and renders the date the statute produces. Neither research pass found a shift provision in Code of Ala. 1975 §11-98-5 or in Ala. Admin. Code ch. 585-X-4. A deadline landing on a weekend should be confirmed with the Board.

A separate standing obligation runs on its own quarterly clock: Code of Ala. 1975 §11-98-5(d) requires a quarterly report of billed-but-uncollected service charges, submitted on the Board’s own web form. It is the same provider’s duty and it is named on this state’s page, but it is not the filing this product prepares.

Counting rule

Per active voice communications service connection in Alabama that is technically capable of accessing a 911 system. Alabama counts three ways, and the way depends on how the service is delivered: an ordinary connection counts once, a digital platform counts its channels, and a business-broadband circuit whose voice channels cannot be identified is converted to a connection count by a published formula. The same charge applies to every connection type; the counting method decides how many connections a circuit represents, never how many dollars each one costs.

An interconnected VoIP provider subject to 47 C.F.R. §9.5, or one that otherwise provides 911 functionality, is the party responsible for collecting and remitting the charge. Where the service rides a digital platform of the PRI kind, the count is the number of channels configured for or capable of accessing 911, and where that is not readily determinable it is the total available channels until a lesser number becomes determinable. Where voice channels on a business-broadband circuit cannot be identified at all, the state’s bandwidth formula applies per circuit. None of these is a per-seat or per-telephone-number count.

Per-customer cap
Alabama caps wireline connections at 300 at a single subscriber location, where a single subscriber location is a fixed location of a particular business, institution or entity with a unique street address or physical location. The rule’s text names wireline connections; both research passes flagged independently that it does not extend itself to wireless or to interconnected VoIP, so the product surfaces the cap and its wording rather than applying it to a VoIP count.

“(i) If the provisioned upstream bandwidth, as measured in kilobits per second (kbps), at the network interface device or network end point available to any voice over IP customer premise device is less than 1024, the number of connections shall be deemed equal to that number divided by 64; or, (ii) Otherwise, the number of connections shall be deemed equal to 10 per 1 Mbps of provisioned upstream service or fraction thereof.”
Ala. Admin. Code r. 585-X-4-.01(2)(b)(3)
“no service charge shall be imposed on more than 300 voice communication wireline connections at a single subscriber location for bills rendered on or after January 1, 2015”
Ala. Admin. Code r. 585-X-4-.07

Collection allowance

1.00%
Applies to
the gross amount collected
On the form
The administrative allowance on the portal remittance submission (Ala. Admin. Code r. 585-X-4-.02(1)(b)(2)(iii))
“A voice communications service provider may deduct and retain from the statewide 911 charges it receives from its subscribers and remits to the 911 Board an administrative allowance in an amount equal to one percent.”
Code of Ala. 1975 §11-98-5(b)

One percent of the charges the provider received, and nothing is conditioned on filing on time. Do not confuse it with the Board’s own allowance: Code of Ala. 1975 §11-98-5.2 lets the Board retain up to one percent of the total collected for its own administrative expenses, which happens after remittance and is never available to the filing provider. Any deduction beyond the provider’s one percent has to be itemized with an explanation on the submission.

The initial statewide charge. One research pass read this figure and its window from the rate-history table in the Legislature’s own copy of chapter 585-X-4; the other recorded that rule’s operative text as unread and carried only the later figure.

A second pass on September 22, 2026 confirmed the window by composition: no single independent document states $1.75 from October 1, 2013 through December 31, 2018, but three independent documents together do. Act 2012-293 sets the October 1, 2013 start, the Board’s remittance report states the $1.75 amount, and the Board’s charge-adjustment rule moves the charge from $1.75 to $1.86 beginning January 1, 2019.

    https://www.al911.gov/regulations/9-1-1-fee-remittance · retrieved Wed, August 12, 2026

Adopted by the Board on October 1, 2023 under the mandatory five-year CPI-U adjustment, reflecting 19.74% CPI-U growth from January 2018 to December 2022.

The next reassessment point is October 1, 2028, for an amount effective January 1, 2029. That October is when this window should be re-checked; nothing about the charge moves between cycles by ordinary administrative action.

Zero-report rule

not published

Zero report · not on record

Alabama does not say whether a provider with no connections or no collections in a period must submit an affirmative zero remittance through the carrier portal, or simply has nothing to send. Both research passes reached that absence independently from the statute and from the Board’s rules. What is established is that Ala. Admin. Code r. 585-X-4-.02 requires every submission to carry connection type and count information and the Board’s own certification statement, which the provider makes; the product surfaces that the state requires a certification and never composes wording for it. There is no sworn declaration of the kind Minnesota requires.

Searched: Code of Ala. 1975 §11-98-5 in full, Ala. Admin. Code r. 585-X-4-.01 through .10, the Board’s fee-remittance page, and the carrier portal’s public shell.

Record retention

2 years

Records of the amount collected, running two years from the date of collection. It is a floor rather than a ceiling, and it is shorter than several other states this product covers.

“The voice communications service provider shall maintain records of the amount of the statewide 911 fees collected for a period of at least two years from the date of collection.”
Code of Ala. 1975 §11-98-5(b)

Registration

There is no separate registration document. A provider identifies itself on its first portal submission with the fields Ala. Admin. Code r. 585-X-4-.02(1)(b)(1) requires — provider name, identifying number, and contact information.

https://www.al911.gov/regulations/9-1-1-fee-remittance

Neither research pass could confirm whether a discrete account-creation step exists ahead of the first submission, because the portal renders nothing to an automated fetch. That absence is recorded as a gap on this record rather than filled with a plausible sequence.

The state publishes no form identifier. The Board assigns no form number to this remittance. Rule 585-X-4-.02(1)(b) enumerates the fields a submission must carry rather than naming a form, and the portal is a JavaScript application that rendered no identifier to either research pass. One pass reached the conclusion affirmatively that none is published; the other reached the same absence.

Ala. Admin. Code r. 585-X-4-.02 has designated an electronic portal as the remittance channel since August 1, 2020, and no paper alternative was found. The submission carries provider name, identifying number and contact information, third-party preparer information, connection type and count for each type, the collection period, any adjustment beyond the one percent allowance itemized with an explanation, and the Board’s own certification statement, which the provider makes.

Out of scope

What this page does not cover.

  • Alabama’s prepaid wireless 911 charge

Collected at the retail point of sale and remitted by the seller through the Department of Revenue under Title 40 procedures, with its own four percent seller allowance. A different remitter, a different agency, and not part of this submission.

  • The quarterly report of uncollected service charges

Code of Ala. 1975 §11-98-5(d) requires a provider to report billed-but-unpaid charges quarterly on the Board’s own web form. It is a standing obligation the same compliance desk owns, and this state’s page names it, but it is a separate filing and this product does not prepare it.

  • Local 911 charges

Code of Ala. 1975 §11-98-5(e) bars a district from imposing a service charge on a subscriber, so there is no local component for a provider to compute or remit. The statewide charge replaced every other 911 fee or tax in the state.

  • Companion surcharges

Neither research pass found a 988, telecommunications relay or poison-control charge riding this remittance. If Alabama assesses one, it is a distinct filing outside this record.

Everything else this record does not know

Registration · not on record

Whether Alabama requires a discrete provider-registration step before a first portal submission, as distinct from identifying the provider inline on that submission, could not be established. The carrier portal renders no content to an automated fetch, so the account-creation flow was never read from a primary source.

Searched: Ala. Admin. Code r. 585-X-4-.02, the Board’s fee-remittance and board-rules pages, and the carrier portal itself in both research passes.

Counting rule · not on record

The scope of the exemption cross-referenced at Ala. Admin. Code r. 585-X-4-.01(2) is unresolved. The rule excepts a connection “exempt under Section 98-11-1(a)(16), Code of Ala. 1975”, and that citation as printed reads as a transposition of a provision elsewhere in Title 11 chapter 98; it was not resolved to a real section.

Searched: Ala. Admin. Code r. 585-X-4-.01 as published, and the Board’s index of Title 11 chapter 98 sections.

Filing method · not on record

Whether the Board offers any paper alternative for a provider unable to use the electronic portal is unconfirmed. Rule 585-X-4-.02 has required portal use since August 1, 2020 and states no exception, but an absence of a published exception is not the same as a confirmed absence of one.

Three amending acts listed on the Board’s own legislation index — Acts 2025-373, 2025-376 and 2026-371 — were not opened individually. The charge amount is confirmed current on the Board’s fee-remittance page as of the retrieval date and the next adjustment point is not due until 2028, so the risk to the figure is low, but whether one of those acts touched remittance mechanics was not ruled out.

The rule text and the live portal name different vendors. Rule 585-X-4-.02, last amended effective July 13, 2020, designates one vendor and points at the Board’s former domain, while the Board’s live page links a portal hosted by a different vendor. The legal requirement — remit through the Board-designated electronic portal by the end of the following calendar month — is unaffected, and this record pins the live link.

Notes carried on this record

The Board’s public domain moved from its former address to al911.gov, and every former URL redirects there. Drift checks should target al911.gov.

The bandwidth formula is Alabama’s equivalency rule and it is unlike any other state in this registry: it converts provisioned upstream bandwidth into a connection count rather than counting seats, telephone numbers, or concurrent calls. A provider’s billing export will not carry that number as a column, so the count is derived per circuit before it reaches the entry grid.

Two remittance-adjacent duties sit on the same desk. The charge remittance is the filing this product prepares; the quarterly report of uncollected service charges is the provider’s own separate obligation, named on this state’s page and produced by nothing here.
